The black residue is the converted iron oxide by the evaporust. It just needs to be cleaned, not a big deal. If there is still rust, any abrassive, wire wheel or scraper should suffice to get rid of it.

This 5 1/2 belonged to a friend's grandfather. It sat on a shelf for too long, but it works. My suggestion is to get rid of any residue and make sure it takes a good shaving.
