where toughness is important- always

I repeat, why are you (anyone) tempering if not to increase toughness? The trade off between toughness and hardness is the most fundamental property a steel can have.

I can only conclude you have some different definition of toughness than what is used to describe the response of steel to heat treating.

Or to poke at this issue another way.... if there were two steels and one was significantly tougher at Rc 62 than the other is there any reason the tougher (presuming other factors are equal) would not make the better chisel?
