I think I'm overthinking this.

Reasonably straight stock about the size of the thick end of the handle. Drill tang hole the minor diameter full depth. Drill, ream waller out or whatever gets the hole close to size and taper, adjusting for angle as I go. Mark out the bolster on the end of the handle. Plane the octagon to a little outside the bolster marks tapering to the big (butt) end. Drive the chisel home. Ease corners and apply finish as desired.

Sound about right?
