Ah- These are Maurice's class notes. IIFC when I took the class he discussed an we practiced both ways. He personally favored boring the mortise's out with a drill press, but I never liked that method. I found (and I just don't remember when I started doing it "my way" ) that the drill holes weren't worth the time and could make the chisel wander. Also wasting material out with a mortise chisel is FAST.

In class he would start with the chisel and scribe larger because we weren't doing a specific project and we didn't have every size of chisel available. But for real work it was always figure out the size then pick the next chisel smaller.
