filing one side of that circle into a triangle is probably your best bet for a positive fit (I'm assuming this is in a marking gauge or something that needs to hold the pencil).

The triangular beam marking gauges all work better and will continue to even with wear if movement of the beam is a big issue. A pencil should be the same - you only need two sides to contact and a fixture to push the pencil against them.
