When 1 micron diamond is referred to isn't it correct that it contains 0-2 micron diamonds

Yes, no , maybe. I do not know how consistent manufacturers labeling is. If a 2 micron fraction is recovered and the remains sold I can not predict how it would be labeled. So, you bring up an important point I missed. Knowing the range is more informative than the single number "average". The average reported is misleading, see discussion under the other "answers" heading.

It seems like with really fine stuff how tightly it's graded matters more and 2u would be quite a bit different than 1u at this level. Different yes. Quite a bit different? I don't know. A chisel ground with each possibility may be equivalent. I don't know.
