what is your temperature measuring device

If it is an IR "thermometer" the reading has to be corrected for the emissivity of the object being measured. The correction is the temperature, in Kelvin, times the 4th root of the emmisivity ratio of what the thermometer is calibrated for and that of the metal. The error at tempering temperature will be -20to40 degrees K, or the actual temperature of the metal is 20 to 40 degrees hotter than what you are measuring. (making a guess as to what exactly the surface of the metal looks like during this part of heat treat. )
