There is a reason we use oil with these stones instead of water. The reason is that water is not viscous enough to suspend the steel particles. Using oil suspends the steel particles and allows us to avoid the chore of cleaning the stone; adding clean oil is enough to keep things working. If you use a thin oil like kerosene or wd 40 you might as well use water.
