What matters here is the angle by which the cutting edge deviates from perpendicularity to the axis of motion, measured in the plane of the surface being cut.

How you conceptualize or talk about the way you think you got there - "rotating", "tilting", "shimmying", "swinging", or whatever - is thoroughly irrelevant.

The equation that you gave is correct, period, provided that the skew angle is as defined above and the bevel is measured perpendicular to the cutting edge.
