In theory 3 stones is enough to achieve perfect flatness, but there's an important caveat: The proof behind that assumes they're all made of the same material.

In practice 3 stones of the same "family" (for example 3 medium waterstones, 3 Arks, etc) is good enough for any real use.

Warren is right about what a skilled practitioner can achieve with 2 plates. I was replying to the post that claimed you could easily achieve sub-1/4-wave errors, not claiming that rubbing plates together was insufficient for mere woodworking.
