Good questions.

I used 5 narrower strips of tape instead of 3 wide ones, so while swarf can work its way in the gaps are much smaller and present much less opportunity for bulging (you would expect the amount of bulge to be roughly proportional to the square of the gap size, so what I did should knock it down by ~4x).

You're correct that a glue would have worked as well, though that brings its own complications: Fixturing and clamping to ensure flatness by providing for constant glue layer thickness across the plate, contamination/cleanup issues, etc.
