For small items it is certainly more economical to use files, in fact they may be indispensable even with a grinder given that all of my best Japanese tools are filed by hand. That said I think it makes a lot of sense on a lamination but less so when dealing with solid tool steel.

I’ve fixed a few chisels with fine precision files, it’s a good amount of work but I assume much like woodwork that experience and proper choices cut the time down considerably. Much like doing all the planing with a fine set #4 vs hogging off the bulk with a jack.
