when to Camber during sharpening?

give than i am using stones and not a wheels, my question is during which phase of the process do establish the camber? given my limited knowledge, i define 3 phases. in a simplified explanation: shaping (grinding the primary bevel angle), sharpening(creating the burr) and hone/polishing.

for reference the stones i have are 320,1000,5000,12000. given any simple set or very course, medium , fine, very fine.

after flattening, where do i focus on the camber? after i create the burr on a 1000 stone(medium), them continue on the remaining stones trying to maintain the bevel and camber. or do i go through polishing step and come back to the medium stone?
