PM not weaker in bending

If you look at the measured properties of various PM steels and their non-PM counterparts of similar composition and hardness, then you will find that they perform about the same in bending.

It is perhaps possible that the specific PM steel that you had this experience with was weak in bending, but a conventional steel of similar composition would have been equally problematic.
