The definition of rake is as your picture shows: Positive rake is aggressive (tooth "leans into" the cut), negative rake is relaxed.

Western handsaws are typically filed with negative/relaxed rake, so Steve's comment is self-consistent in that respect. He's saying to undercut the teeth :-).
