I have some moderately priced shears from Hida Tool and they're a treat. I live in a builder neighborhood but as I replace and replant with what I want the gardeners tend to leave the details to me.

My trees and bushes are on the small side and I'm careful to keep them fairly small which allows me to focus on the details.

The only trouble with Japanese type gardening is that it tends to look like hell until it looks great. It takes a long time to turn a home center or garden center tree into something.
