This is an independence tools saw, and they have a little semi circular clip to the handle. It sits on an male semi circle at the top of the block of wood, which also has a slot down the side. The washer means the handle can't move to the front. For a flat mounting it is very well captured, and yet completely free to be removed from the rack. I copied it somewhere.

Most of my saws are mounted vertically as I have a few of them and don't have space, but I have three of these independence ones and they are rather nice to look at.
