Once SirWm explained it, I could finally see it. As he explained, the camera shot is at the one angle where it appears the routed-out area extends all the way to the outer fence--but it doesn't. This can be seen by looking at the near end of the assembly, where the fence meets the floor or running track.

So the routed-out area is just a confusion factor. It may be that the floor of the running track got warped or damaged in some way, and so the owner at that time just routed out the middle so it was out of the way. Sorta like the ura of a Japanese iron.
