What you said pretty much covers it, Bill. Aside from Brian's superb surface finishing (where he sharpens before final passes to confirm that there are no defects in the edge), I think he's referring to sharpening before or at the first clue that you are having to influence a plane to keep it in a cut.

I've heard warren say that he sharpens before the plane is dull.

I am not as good of a woodworker as Warren or Brian by a long shot. I sharpen when I notice I have to influence the plane or set the shaving unreasonably deep to get it to take a hold (I notice this most on the jack).

Efficiency and safety are both achieved when you don't fight the plane. Not safety for us as users, that's pretty easy to obtain with a hand plane - but safety of not bulling a plane and ripping up wood.
