The steps involved influence cost. It may be simpler to train factory staff to work with metal blanks than the alternative wooden billets.

I suspect that the reason for adoption of cast iron, bronze and steel for hand tools has more to do with suitable raw materials. Stable wood of sufficient density requires another layer of skilled labor.
