Proper procedure for blade tensioning on Rikon BS?

Tuning and proper procedures are largely non existent. The main question I have is in tensioning a blade. It appears that the tension needs to be cranked to the appropriate setting on the scale with the blade tension lock "off", and then the tension lever gets "locked". Doing this makes the blade tight, but the scale becomes meaningless. "Locking" the QR tension lever first and dialing the knob afterwards leaves the blade so loose I could pull it off the tires by hand.

Does anyone know the official way to install a blade on the Rikon saw?
