Problem with Friction Polish

>Have been working on a small vase. It's sanded to 400 grid. Yesterday I put on a first coat of Chestnut Friction Polish, then rubbed it with a cloth while the lathe was running, slowly increasing pressure to get a shine.
Today I put on a second coat. But while holding the cloth to it and applying pressure these small ribbles have formed, all the way around (sort of). You can really see and feel them.
What am I doing wrong?
It is in an unheated shed in the garden, and it is cold here right now, about 2C. The bottle of polish is also kept in the shed, and it does feel cold.
Any idea's, suggestions?
