Minimum Lathe/Tool Set-Up for Turning Class?

Forgive me for asking such as basic question, but here goes:

I'm considering applying for a relatively small grant ($3500 or so) to bring bowl turning back into our college's fine art program. Could anyone suggest a few machines that offer the most "bang for the buck" (ideally, I'd like to start with 2, maybe 3 machines...more would be better) AND a bare-bones turning tool list?

Ideally, I hope to enlist the help of the engineering department to build a BIG lathe in the near future, but you have to walk before you can run.
