Cellulose Sanding Sealer (?) and Tearout

>Friends, in the August issue of "Woodturning" magazine on page 50 in an article profiling David Nittmann he advocates using (Quote) "Mylands sanding sealer, a mixture of 50/50 lacquer and thinner" This he applies to prevent tearout.

How does this work if the coating is removed by the action of turning? Is it allowed to soak in over (A) a period of time (B) applied warm or something else that I am missing?
