Wet Sanding Questions

>I have a black walnut bowl that is down to a little less than 1/4 think ?? 10" diameter. There is a lot of grain tearoutor voids? And it doesn't look like dry sanding is going to improve things much. I've tried power sanding also.
Is this when wet sanding will help fill the voids? All my tools are sharp (as best as I am able).
If I wet sand should I use water or an oil or something else to lubricate the paper?
I can post pictures if that would help.
