Jet mini VS problem

>As some of you know I bought a Jet Mini return item from a local junk dealer. It has no torque. Everything looks like it works properly. All belts tight, set screw tight etc. You can stop the handwheel easily by hand at any belt and speed setting. There is 50 to 100 volts DC out as I vary the speed. What I noticed last night was the motor is rated for 192volts. Do I have a european model with a 110 plug on it. I think most DC motors I've dealt with have a rating of around 90 volts. Does that make sense. I'm afraid to plug it into 220 until I find out more info.
