Well, I did get an answer from the General rep today. The wee knob in question apparently allows you to limit the 110 input amperage if you are in a marginal supply area or running off a generator.

If the machine is blowing the breaker you can turn the wee knob towards off until the breaker doesn't blow anymore. Turning the knob down however does also supposidly lower the torque as well.

Mine doesn't blow the breaker wherever I put it so I am good to make chips.
