Problems finishing with Polyurethane

>I am making a hat rack from Eastern Cedar. After jointing and sanding the boards, I put a 'Sanding Sealer' on them and then sanding with 220 grit. I then put on two coats of Polyurthene sanding between each coat. The surface is still rough with little air pockets that broke. I then thinned the poly with mineral sprits and the air pockets are less but still not the smooth surface I expect. Any suggestion on what I am doing wrong? Thanks Wayne Cooper Charlotte NC
