About tool bits from ENCO...

I'm looking to make a couple of hollowing tools, and found the deal listed in another post about ENCO M2 HSS tools bits. Would these be my best choice, or should I go with a different metal? The other choices are carbide and cobalt. Which do I want and why? What size bits? 3/8? 1/4? What Dia drill rod to mount the bit? 3/8? 1/2? Bigger? Intended to mount bit by thru drilling rod, and cross drilling/tapping a hole for small allen screw as set screw.

Where does reality mess with my intentions?
