Spirals from scraping

>When I shear scrap the outside of a bowl from smaller to larger, I end up with spirals thus the bowl is coming out of round. (It is very bumpy when I clean the edge using the area just above the nose of the tool). I hold the handle low at about 60. The upper edge of my fingernail ground gouge is about 1/8 from the bowl while the lower edge scrapes. I have been trying this method to cut end grain smooth after using pulling cuts to shape the bowl.

Am I using too much pressure or?
