handle length and gouge position

>How does one hold a bowl gouge when hollowing out a bowl? Is it usually parallel to the bed, slightly angled upwards or downwards?

Most of what is out there suggest a 16" to 18" handle for bowl gouges.

I'm new to this and am working off an old gap bed lathe with the center about 5.5" above the lathe bed.

I made a 17" test handle out of scrap, and when it's held with the tip slightly upwards, the handle hits the bed.

So, am I holding it wrong, or are the recommended 16"-18" handles more suited for outboard turning VS lathe bed turning?
