McNaughton question

The instructions mention a brass pin which goes into the gate. There is no such thing in my kit, nor is there a set screw (thought there is a threaded hole for one). As it is, the entire gate and upper rest will rotate on the support post and is not mechanically attached in any way. Is it supposed to be this way or am I truly missing parts and asking for an injury? My thinking is that there should be something in that little tapped hole to lock the upper sections on to the shaft, but still have the the ability to rotate.

What say you?
