CA glue problem(Tool making)

>I've made a few Ellsworth style hollowing tools but I seem to be having an issue with the tip falling out of the "sidewall tool". The rod is drilled at approx a 70 deg. angle for the cutter tip which is dowelled down to fit into the drilled hole in the rod. I've CA glued it in but it eventually falls out while turning. I don;t use accelerator. Could it be the glue is bad? My shop, when I'm not in it can drop down to 45-50 deg. Any suggestions?
