Mass Emails using members addresses

>Should there be an explicit policy prohibiting mass emails by a member to members for any reason?

Recently I have received many emails triggered by a member "mining" email addresses from this forum. They were non-commercial so that rule does not apply. I think there is no good reason for mining email addresses and mass emails of any kind. All communication should be out in the open on the forum. We all have enough unsolicited emails.

If this type of rule is not established then we should have some sort of "no call" list. I doubt this is feasible or desirable however.
