Streaking Walnut

>I've never used sanding sealer before. I bought some water based sealer at Lowes. It says you can put poly on it after it dries. I turned two walnut bowls. I lightly sanded them after the sealer was dry and applied poly over it. I got dark and light streaks and shiny and dull spots. I don't think I sanded through the sealer. I used steel wool primarily 0000 and lightly at that.
I feel I stirred the sealer pretty good. I tried to make sure the solids were suspended and uniform color.
It has done this twice to me now. I wonder what I'm doing wrong.
