Which side is up?

>This is going to sound like a stupid question.... but maybe not.

I just bought a new, thin parting tool -- the blade is 1/16" x 1-1/4". The shape of the blade has a 45-degree angle on the end (i.e., the business end is shaped like the number "7").

So which side is up? The more I think about it, the less sure I am. I'm guessing thats the real answer is "both" or "either". I'm guessing that it will cut either way, but that the characteristics will be very different.

So which way is safer?
Which way is more controllable?
Which way cuts cleaner?
You get the idea.

What are the tradeoffs?
