Blank for hook tool

>I was watching the instructions on making a hook tool from a hardened masonry nail and couldn't see how to keep the finished hook from rotating in the base without gluing it in (which would make it hard to replace). I wondered if the same process would work using an Allen wrench as a blank for the hook tool. This way, a very secure hexagonal socket (ie, an Allen nut) could be mounted on the tool handle that would allow easy changeover of homemade bits. The critical question is whether the steel in an Allen wrench is suitable for making small cutters.
