Jet 1236 motor problem

>Hello; I'm an occasional turner and was doing some spindle work when the motor began failing to start and making a loud hum. If I rotate the turning backward or forward, it will usually start as normal. I believe the motor my lathe has is TEFC. Anyway, I blew it out but still have the same problem. Do I have a capacitator problem (easy to fix) or something more serious on the inside like the brushes, armature or commutator? The lathe is not one of the tools in my shop that is frequently used.
