Silly Electrical Question

>I'm putting my shop area back together after insulating, drywall, paint and weather stripping & caulking.
I just bought 2 Craftsman retractable power cord reels so that a I can bring three outlet receptacles down from the rafters in the garage. They have a circuit breaker built into them, which seems like a good feature in the event of an overload. I have to use a surge protector to protect the Nova DVR XP. I'm guessing I'll still need to run the surge protection but thinking it would be nice to eliminate that component if I could safely get away with it.
Does a circuit breaker do the same thing as a surge protector?
