too cold for lacquer finish?

>3 weeks ago, I sprayed lacquer on several pieces. The shop was 50 degrees at the time. Too cold, I know. But it sprayed well, buffed out nicely and took on a smooth finish.
Last night, I picked up 2 of the pieces and the surface is now rough enough to scratch your skin. Is that the result of spraying in the cold?
