Air Compressor or Vacuum Filter

>What's the story on those filter/regulators that you see advertised in Harbor Freight and other places? You know, the ones that have two cylinders hanging down - one for air and the other with oil in it? They have an air flow regulator too. Do I need one for my modest (135psi) Porter Cable compressor that I use mostly for blowing air into hollow forms and occasional air nailing and sanding, etc.? How about for my vacuum system? The vacuum system just has a simple inline filter and air flow valve right now.
