Filling small crevices all through the wood

>Let's say you have a block of wood that is inherently filled with small voids about the size of large ants. You like the wood, but you want the surface smooth. You can't sand them out because more appear. I've tried mixing up sawdust with dilute glue and wiping that on. Also tried the same thing with with sanding sealer. Both methods worked to some extent, but voids remained. Any thoughts?
