Jorge I use the term included angle which to me means that you measure from bevel to bevel by simply laying an angle gauge over the tool. for a skew that just makes more sense to me. I know some measure from the center of the shaft to the bevel and some tools are measured from the outside of the shaft to the bevel.
for measuring bowl and spindle gouges I measure from the flute down over the bevel, and for scrapers I measure from the top down over the bevel. don't know if that is accurate but it makes sense for me.
