Any draw program that has a bezier tool. You just trace over the photo reducing it to the lines you need. Tedious but the best way. CorelDraw is still around and the older versions will incorporate a Trace program which sort of does the same thing. Most of the graphics programs also have artistic effects that will reduce photos to line drawing to simulate charcoal or pencil or pen and ink lines.
