For processing green wood, check out the links I provided about 3 days ago, titled "Handling Green Wood". or search for "Turning Urban Lumber". The links take you to 2 of the 4 short segments on cutting up fresh cut wood for turning, and the shrinkage and warping are well explained.

For pepper mills, you'll want to air dry the chunks on either side of the pith, so the end result will be stable and not warp or split. If you want to make a pepper mill now, you'll need some dry wood.
