I have no idea about shipping restrictions, but carrying a volume of white paste in a can through airport security should yield a few strange looks from TSA agents in any airport, I suppose. Not sure if this wax material would be a "liquid" or not, but an 8.1 oz can would be more than the few ounces permitted as a carry-on amount.... probably should check that with TSA before committing your sister to the Spanish Inquisition she'll likely receive when passing through all of the detectors, etc.
