Non-turning, but still woodworking

My MIL bought herself some tiles with her house number on them back from Italy. My wife volunteered me to make a small wooden plaque to mount them on. The goal it to hang them outside her front door.

I used white oak to get the best locally available long life wood for outdoor use here in NJ. My question is what adhesive should I use to attach the tile to the wood, and what finish should I use on the oak to prevent it from drying and cracking in the sun? (The wood is dry, but the area is going to expose it to the elements)

Thanks

Steve

P.S. If the tiles fall out and crack, I am a dead man...
