I saw nearly to the scribe line that defines the length of the tenon and then pare back to the scribe line with a chisel (similar to the technique used for chopping out dovetail waste to its base line ). This way is fast and ensures a uniform tight fit of shoulders to stile. If sawed close to the scribe line one whack with the chisel is sufficient to remove the waste.
I learned this technique in a class in the Mack Headley & Sons shop. We did the sawing free hand with a band saw which leads to the fastest way to make a nicely fitting mortise as I have found.
