I have had excellent work done by Mark Grable--my Mitsukawa 270mm rip dozuki came back better than factory. If you hire Mark, make sure you have an understanding as to schedule--when you'll get your saw back.
The best option in Japan is Heiji-san, with So Yamashita acting as go-between. So's website is linked below. So-san is overwhelmed by business, so if you write, be sure and put the word Heiji in the subject line. I have a saw made by Heiji, and his metate is superb. I have a friend who recently sent a well-known maker's _new_ saws to be reworked by Heiji, with good results.
