That is a window well. It's long been blocked off. Prior to us buying the house, the part of the house on the other side of that window was landscaped, and the window well was buried in the process. In fact, there's plywood covering the outside of the window.

I have a Bilco door that leads directly to the shop on the opposite wall, so I think I'm covered for an emergency exit. :@)
